New Mexico Governor Bill Richardson discusses the process of negotiating with Chinese officials to hasten the return of the 13 special shape balloons that were stuck in China after a balloon festival in Inner Mongolia and updates on the current status of those balloons-- several are headed stateside as of Sunday morning.
