UNM: Man battling NM medical cannabis program 'not affiliated with us'

A local psychiatrist petitioning to get PTSD removed from the list of qualifying conditions in the state's medical cannabis program is defending his credentials after some allege the letterhead on his petition is misleading.
It is common professional practice to list credentials at the bottom of a formal letter.
Dr. William Ulwelling, who wrote the petition, said that is exactly what he thought he did.
"He's not affiliated with us at this time, and it would probably be best if he did not refer to himself as affiliated in any kind of formal filing," Billy Sparks, University of New Mexico Health Sciences Center spokesman said.
Ulwelling has the title "Clinical Assistant Professor of Psychiatry, UNM School of Medicine," among other titles, listed below his e-mail signature.
But university records indicate Ulwelling has not had any affiliation with the school since December 2007.
"If you're not affiliated, you're not affiliated, and that's the most important point here," Sparks said.
But that was news to Ulwelling when he verified this information with the university Monday afternoon.
"I started around, I think 1984," Ulwelling said. "I remember meeting with Walt Winslow who was the director then, and I've been every year a clinical professor there."
Ulwelling is a licensed psychiatrist in good standing.
In recent years, he said he closed his private practice and no longer has a secretary to keep track of his paperwork.
For this reason, Ulwelling said his UNM records and letterhead may have slipped by.
"I probably should put 'former' clinical assistant professor," Ulwelling said.
He said he wouldn't have included the title in his current petition had he known that the university does not consider him to currently be affiliated with the hospital.
"As we speak I'm going to update my letterhead both on my APA citation and clinical psychiatry citation," Ulwelling said. "It was just an oversight."
