WICHITA, Kan. (AP) - A former Kansas county attorney who declined to prosecute two men who confessed in 1961 to molesting numerous Boy Scouts claims he does not remember the case.

Former Harvey County Attorney Richard Hrdlicka told The Associated Press by telephone Friday that he has "absolutely no recollection" of a 1961 letter he wrote to a Scout executive in Wichita, declining to file charges.

The letter is among so-called "perversion files" kept by the Boy Scouts of America and released by order of the Oregon Supreme Court.

Hrdlicka said in the letter that prosecuting the men would harm the reputations of the Boy Scouts of America and the YMCA.

The letter says the men must cut ties with the Boy Scouts and receive psychiatric treatment.

Hrdlicka now lives in Santa Fe, N.M.
