Oklahoma man shot by Albuquerque police sues city

ALBUQUERQUE, N.M. (AP) - A mentally disabled Oklahoma man shot by Albuquerque police after becoming upset over a bus ticket is suing the city.
Attorneys for Chandler Barr recently filed a federal lawsuit in U.S. District Court in Albuquerque stemming from a September 2010 shooting in downtown Albuquerque.
According to police, Barr had brandished a butter knife and had cuts on his wrists when officer Leah Kelly shot him twice.
The lawsuit says the actions of Kelly and another officer were excessive and that they should have waited on mental health officials.
The lawsuit says the then 19-year-old Barr, of Enid, Okla., has been diagnosed as bipolar. The City Attorney's Office denied any wrongdoing in court papers filed this week.
Albuquerque police have had 25 officer-involved shootings - 17 fatal - since 2010.
