Scott Williams said he was doing laundry when he saw what he described as a wall of fire in this vacant lot.

"That fire went in about 13 seconds from a small uncontrolled fire to 170-foot-fireball right over here," said Williams.

He didn't see who started the fire but he did see kids playing in the brush.

"I said 'did you start that fire,' and they didn't have to answer I could tell for their body motions that they were probably responsible," he said.

Williams called 911 and firefighters were able to put it out before the fire spread to any homes.

We talked to fire officials today and they said because it's been so dry this season, this incident had the potential to get a lot bigger.

"We are close to residential structures and there's a lot of life hazard associated with that," said Battalion Chief, David Burke.

With no moisture and dry grass in the city, the fire department is currently in the process of enacting level one fire restrictions.

Restrictions Williams agrees with.

"It’s not a bunch of authorities being mean, it’s a bunch of authorities worried about our safety and when something like this happens it’s very apparent to listen to those authorities," Williams said.

This is true especially during times of extreme drought.

No one has been arrested in connection with starting the fire as of today. Fire officials urge anyone who sees something suspicious in their area to call 911.
