Escaped inmate speaks out

Surveillance video captured two New Mexico inmates busting out of jail.  One of them is still on the run; the other is back behind bars in Portales.

Steven Phillips and Ruben Lozano, two inmates at the Roosevelt County Detention Center, escaped Friday night.

Surveillance video inside the jail shows other inmates roaming around inside the common area right as it was happening.  They watched as Phillips and Lozano grabbed blankets and bolted into the cell.

The two inmates escaped through the air conditioning vent using a metal piece from a bunk bed.  They crawled through the air system onto the roof, jumped down, and made a run for it.

Surveillance video outside the jail shows the two inmates jumping off the roof.  The video shows shadows then Lozano hit the ground.  Phillips is also seen limping away.  He hurt his leg in the fall and only made it across the street before turning himself in.

Back in jail KOB Eyewitness News 4 spoke to Phillips and asked him if he was any regrets.  He said, “Nah, I wish I would have got away.”

He said he wished he would have tied the blankets better so he wouldn’t have hurt his leg.

KOB asked Phillips how long it took him to carve out that hole.

 “A day,” Phillips said.  He said no one noticed him carving out the hole and he wasn’t afraid.

Lozano is still on the run.  The jail is on 23 hour lockdown until Wednesday.  Jail administrators say they plan on doing more cell checks, but there are no plans to change the air conditioning vents.

This isn’t the first time Steven Phillips has escaped from jail.  KOB checked and found Phillips is facing a few escape charges along with a long list of other crimes including aggravated burglary.

Inmate Ruben Lozano is in jail for drug trafficking charges.  Authorities are still looking for him.
