Manuel Vigil says he and other neighbors were shocked by the storm that hit Rio Arriba County Wednesday.

"I've never seen how water can go up this high," Vigil said.

Flood waters rushed toward his house, damaging it beyond repair. A water line remains on the house showing how it rose above three feet. Vigil isn't the only one.

At least six homes were caught in five feet of water. Dozens new were also hit.

Today crews are cleaning muddied roads and clearing debris from arroyos.

Rio Arriba County says public land is in good shape, but homeowners still have work to do.

Vigil doesn't know whether he'll rebuild, but sees a silver lining.

"I was happy because no one got hurt but property, you get over it, and can move on," Vigil  said.

Rio Arriba County is setting up an account with Valley National Bank to gather donations for displaced homeowners.
