Mayor Richard Berry's office spoke to the media following a sit-in protest in City Hall on Monday afternoon.
The mayor's chief of staff, Gilbert Montano, spoke on behalf of Berry since he was out of town at a conference.
Montano said the protest began as other people were coming into the mayor's office for a previously scheduled finance meeting around 3 p.m. The protesters held the office door open, letting everybody else inside.
Montano confirmed 13 people were arrested for misdemeanor trespassing and one of the group's leaders, UNM assistant professor David Correia, was charged with felony battery on a peace officer.
The mayor's office said it was against the law for the protesters to go past the mayor's security door.
