FARMINGTON, N.M. (AP) - A Farmington city councilman emailed the mayor, a fellow councilman and developers about a proposed 562-home development, raising concerns about open-meeting laws.

Councilman George Sharpe sent the emails a few days after a Nov. 3 council meeting on the proposed development and did not include two other council members who say the electronic discussion should have been public.

Councilwoman Mary Fischer called the emails "totally inappropriate" and part of a "good ol' boy system."

And councilman Jason Sendel complained about the email correspondence in a meeting earlier this week, saying "most would consider this to be railroading."

Sharpe says he wasn't making decisions behind closed doors, but trying to "keep the process moving."
