Embattled Torrance County manager Joy Ansley faced a judge on Monday for a preliminary court hearing.

The story was first uncovered in a KOB 4 On Your Side investigation. Ansley is charged with defrauding the county in a bid-rigging scheme that diverted hundreds of thousands of dollars to one vendor: Chris Valdez.

Despite the charges and complaints from residents, Ansley is still on the job.

On Monday, the state was expected to begin laying out its case. But when KOB went to court, we found out the hearing was sealed.

KOB is working to get answers on why the hearing is closed to the public. Tune in to KOB Eyewitness News 4 at 6 for the follow up report.
