Mentally incompetent police stalker arrested again

Time after time after time, Mitchell Rockwood of Albuquerque has been arrested for assault, vandalism, disorderly conduct, aggravated battery – and every time the charges are dismissed. Why? Rockwood is mentally incompetent.

Rockwood is 35 years old. He stands 6 foot 6. Police say he's violent and has a long record of attacking officers, but under the law, he's not competent to stand trial and not dangerous enough to lock up in the state mental hospital.

This time, though, he might have crossed the line.

Rockwood's favorite target these days is a police officer who lives a few blocks away. Witnesses say Rockwood has vandalized the officer's police car several times and terrorized his wife and three kids. Monday night, Rockwood was seen running away immediately after somebody threw a fist-sized rock through a double-paned bedroom window. Glass shards rained down on a 12-year-old boy asleep in the bed. The rock penetrated through the sheet rock wall on the other side of the room. If the rock had hit the boy in the head, he could have been killed.

Rockwood is now charged with child abuse and aggravated stalking.
