Four Carlsbad children are in foster care after they tested positive for meth, and their 22-year-old mother admitted to police she regularly smokes meth around them.
A one-year-old sitting alone near a curb is what drew police to the Carlsbad home.
Inside, police found five more children, all under the age of five, and all also unsupervised.
And inside a bedroom they found six adults smoking meth.
One of those adults was Persethyni Carrasco.
She told police four of the children were hers, and this is not the first time they’ve been exposed to drugs.
She told police she smoked meth inside her home enough for the four children to be exposed.
All four of her children tested positive for meth.
"I don't even know what to say right now," said neighbor Shastady Minner.
Neighbors are speechless.
Minner has two kids of her own.
"As a parent I couldn’t imagine having my kids exposed to anything like that," said Minner.
Minner lives just a few houses down.
"I just don't like the fact that it was so close to my house at all," said Minner. "If you're going to have kids, you need to raise your kids and take care of your kids."
At the Carrasco home, the mom was arrested on four counts of child abuse and the children were taken into foster care.
Police say Carrasco was the only adult arrested for child abuse because only her kids tested positive for meth.
