APD: Driver admitted to being on drugs at time of hit-and-run

ALBUQUERQUE, N.M.- Police have arrested a man accused of hitting and killing a pedestrian in Albuquerque.

The crash happened Saturday at 1st and Central.

Police believe Matthew Lowe was under the influence of drugs at the time of the crash and stated he did not know he hit a person. 

He told police that he thought he hit construction equipment, so he didn't stop. 

Lowe was tracked down at the Express Inn.
