The breach occurred above Hansen Rd, which caused the water to pour down the road.

A neighbor says just before the levee broke, the wind was howling and the rain was coming down hard.

"We heard rushing water, quite a bit coming out this way," said Rudy Correa "We came out here and looked and everybody was out, neighbors, everybody was out."

Belen PD Dispatch says water has consumed homes and threatened the downtown area.

A shelter has been set up at H.T. Jaramillo Elementary for families that want to voluntarily evacuate their home.

Authorities are urging residents to stay off the roads throughout Belen.
