ALBUQUERQUE, N.M. - New Mexico's Secretary of State has yet to officially declare a winner in the 2nd Congressional District race between Democratic Xochitl Torres Small and Republican Yvette Harrell.

As of early Wednesday morning, Herrell was in the lead by more than 1,900 votes but officials say the numbers are still coming in and there are absentee ballots that have yet to be counted.

According to Dona Ana County officials, approximately 8,000 absentee ballots have not yet been posted. 4,000 have been counted, with another 4,000 set to be counted starting at 10 a.m. Wednesday.

the county clerk said they received a lot more absentee ballots than previous years and needed to work overtime to make sure everything got counted.

"I understand that people wanted results last night. They're used to that but I also know that people wanted a fair election," said Dona Ana County Clerk Amanda Lopez Askin. "It was more important we allowed people that are fatigued and exhausted — literally barely moving their fingers — to take a break because we wouldn't want any mistakes or errors to happen because of it."

Torres Small says she's not conceding before the final count is in.

"We've seen people waiting in lines for a long time to make sure that their voice is heard," said Torres Small at her campaign gathering Tuesday night. "And it is just not right at this time to cut that short and that is why we are waiting until every person's voice is heard."

Yvette Herrell's campaign released a statement Wednesday morning in response to the ballots that have yet to be counted.

"Last night, Yvette Herrell was declared the winner of New Mexico's 2nd Congressional District," said Rob Burgess, Senior Advisor to the Yvette Herrell campaign. "We know that an open and honest process in Dona Ana County will confirm the outcome of this election."
