Vote 4 NM: Understanding constitutional amendment 2

ALBUQUERQUE, N.M.— New Mexico voters will vote on two constitutional amendments in the general election.
Constitutional Amendment 2 reads, “Proposing an amendment to Article 5 of the Constitution of New Mexico to create an independent State Ethics Commission with jurisdiction to investigate, adjudicate and issue advisory opinions concerning civil violations of laws governing ethics, standards of conduct and reporting requirements as provided by law.”
Currently, New Mexico is one of six states that does not have an Independent Ethics Commission to investigate complaints and refer cases to law enforcement
Critics of the idea think an ethics commission would add another layer of bureaucracy. They also fear the commission wouldn't have enough power to make a big difference.
A vote “For” the constitutional amendment would authorize the legislature and governor to create the ethics commission.
A vote “Against" would keep things the way they are right now.
